'For conspicuous gallantry and devotion to duty in the operations east of YPRES from 20th to 23rd September, 1917. He was in charge of motor ambulances running from the Advanced Dressing Station to BIRR Cross Roads and the CULVERT, and although this road wall fire and often barraged. He maintained the car service between these points without any cessation, thus materially assisting in the evacuation of the wounded from the A.D.S. Corporal PAYNE by his absolute disregard of personal danger, and fine example of untiring energy maintained a fine ambulance car service over this road for four days.'
