'For meritorious service and devotion to duty. As Sergeant Issuer, this Non Commissioned Officer rendered most valuable service under all conditions, and particularly during Operations extending from March to October, 1918. It was largely due to his zealous work that the rationing of units of his Brigade Group, who were frequently spread over large and scattered areas, was efficiently carried out at all times.'
